SPECIAL MEETING NOTICE
PUBLIC HEARING NOTICE
PLEASE TAKE NOTICE that the Town Board of the Town of Crawford will hold a special meeting for the purpose of holding a public hearing on September 29th, 2021 at 6:00 PM, in person at the Crawford Senior and Community Center, 115 State Route 302, Pine Bush, New York to consider and hear public comment on a proposed increase and improvement of the facilities of the Pine Bush Water District and to take action on said proposed increase and improvement of said facilities, and on any other business that may come before the board. In addition, the public may attend this meeting via remote ZOOM videoconference, as described further below.
PLEASE TAKE FURTHER NOTICE that the proposed improvements include the purchase of property for the protection of two newly drilled water production wells and construction of a well house approximately 1,600 LF north of NYS Route 52 on Dubois Street (Tax Parcel: Section 2, Block 1, Lot 79.2), along with installation of a water main to connect to the Water District’s existing water system in the hamlet of Pine Bush. The proposed 20 feet x 30 feet treatment building would provide chlorination of the groundwater source and provision for future sequestration, if needed. Treated groundwater would be pumped to the Water District’s existing water system via approximately 6,100 feet of 8-inch diameter HDPE transmission main installed along NYS Route 52 and connected to the existing water system on State Route 52 across from Boniface Drive.
The estimated maximum cost of the proposed project is $4,762,100. The County has previously secured a Local Government Efficiency Grant (in 2012 and 2015) in the amount of $920,200 for drilling and design work for the subsequently proposed wells on County land. The proposed wells on County land will be replaced by the newly drilled wells on the Dubois property. The Town has secured a WIIA grant from the State Environmental Facilities Corporation in the amount of $2,311,680, and Drinking Water State Revolving Fund Financial Assistance in the amount of $1,001,100 for the proposed well house and connection to the Dubois wells. Municipal contributions will be in the estimated amount of $540,000 grant match. A map and plan of the proposed improvements is on file in the Town Clerk’s office. All persons interested will be heard by the Town Board at the public hearing.
PLEASE TAKE FURTHER NOTICE that persons who attend the meeting via Zoom will be able to see and hear the meeting, but will not be able to make or submit oral or written comments during the meeting. Any person who attends by Zoom and who wishes for his or her comment to be heard during a public hearing or the public comment session can send his or her comments in advance of the meeting to [email protected] or call 845-744-2020 by no later than 4:00 PM on September 29, 2021.

INFORMATION SESSION—COMBINED ELECTOR-INITIATED PETITION FOR INCORPORATION AND CONSOLIDATION
NOTICE IS HEREBY GIVEN that an information session will be held on September 16, 2021 at the Crawford Senior and Community Center, 115 NY-302, Pine Bush, at 6:00pm. The purpose of this meeting is to allow for a question-and-answer session with the Town attorney regarding the proposed Combined Elector-Initiated Petition for Incorporation and Consolidation. The Town of Crawford is pleased to announce that we are in the process of transitioning our water meter reading system to a LTE Cellular endpoint system to efficiently and securely deliver meter reading data to us via a reliable cellular network. You will be able to monitor your own water use via an “App”, accessible on your phone, tablet or computer. You will also be able to set up alarms for excessive use, leaking/ dripping faucets, toilets, etc.
We are asking that you contact our Water & Sewer Department at 845-744-2515 to schedule an appointment to have your Cellular endpoint installed. Be sure to leave your name, address, account and telephone number, an employee from our contracting company, JCO will return your call to set up an appointment day and time.
Bills are sent out quarterly and the 2021 rates are as follows:
Water Rates-$6.50 per thousand gallons within district, 3X rate outside district
Sewer Rates-$6.50 per thousand gallons within district, 3X rate outside district

Town of Crawford Water and Sewer Policy for District Extension
1. Residents who are within the 150-foot zone will have first preference in hooking up at their expense.
2. Large-scale housing development outside the district shall not be entertained.
3. Affordable and senior housing for Town of Crawford residents shall be encouraged.
4. Expansion of the district shall be encouraged for business uses. The Town Board will establish the rates.
5. Business and residential users who join the district shall pay all costs to hook up as well as prior debt service if they previously have not paid.
